Development and Reform Commission issued 09 energy-saving assessment results

The National Development and Reform Commission recently released the “Announcement of the Assessment Results of the 2009 Energy-Saving Target Responsibility Assessment of 1,000 Enterprises”. A total of 901 enterprises participated in the 2009 assessment, of which 873 have completed annual energy saving targets, accounting for 96.89%; 28 have not achieved annual energy saving targets. Accounted for 3.11%; in 2009, a total of 29.25 million tons of standard coal was saved.
According to the announcement, in the first four years of the “Eleventh Five-Year Plan”, thousands of companies achieved a total energy saving of 13.22 million tons of standard coal, and completed 132.20% of the “Eleventh Five-Year” energy-saving target. Among them, 635 were completed or over-completed, accounting for 70.48%; 181 were completed within 80%-100%, accounting for 20.09%; 36 were within 60%-80%, accounting for 4.00%; and 40%-60% were completed Of the 24 companies, accounting for 2.66%; 25 companies, which accounted for less than 40%, accounted for 2.77%. Specifically, through the comprehensive evaluation of the accomplishment of the energy-saving targets of 2009 and the implementation of energy-saving measures for the thousands of enterprises, among the 901 enterprises, 568 were rated as over-completed, accounting for 63.04%; 288 were rated as completed, accounting for 31.96. %; 17 assessment results are basically completed grades, accounting for 1.89%; 28 assessment results are uncompleted grades, accounting for 3.11%.
According to the State Council's "Notice" requirement, the state-owned sole proprietorship and state-controlled enterprises among the thousands of enterprises shall be submitted to the state-owned asset supervision agencies at all levels as an important basis for assessing the performance of the person in charge of the company, and the accountability system shall be implemented. For those companies whose assessment and assessment results are over-completed and completed, the provincial-level energy-conserving competent department shall pass a report to them; for those whose achievements are outstanding, they shall be given commendations and rewards. For those enterprises whose evaluation and assessment results are of uncompleted grades, they must request correction measures within one month after the announcement of the evaluation results, and report them to the local provincial energy conservation authority for rectification within a time limit. Second, they must not participate in the annual awards or awards. We will not grant state-imposed exemptions and other favorable measures; Third, suspend the approval and approval of new high-energy-consuming investment projects and new industrial sites during the year.
