Shanghai accelerates reduction of HCFCs

Shanghai plans to achieve the freeze of HCFC production and consumption in 2013, reduce the amount of HCFCs by 10% by 2015, and completely stop the production and use of HCFCs in 2030. This is the message from the 4th working meeting of the Expert Consultation and Coordination Group of Shanghai Municipality to Strengthen Local Ozone Depleting Substances (ODS) Elimination Capacity Construction Project and the Leading Group of the Shanghai Environmental Protection Agency ODS Implementation Task Force.


It is reported that as of 2010, Shanghai has fully implemented the "Montreal Protocol on Substances that Deplete the Ozone Layer" and other international conventions and the elimination plan for domestic industries, and achieved the goal and requirements for phase-out of ozone-depleting substances as scheduled. In addition to maintenance, raw materials, and special uses, major ODSs (Ozone Depleting Substances) such as chlorofluorocarbons (CFCs), halon, carbon tetrachloride, methyl chloroform, etc. have been completely banned from production and use; except for raw materials in the agricultural and grain storage industries. In addition to the inspection and quarantine industry, the use of methyl bromide is basically eliminated; in addition, there is no sales of household appliances containing CFCs in the sales area.

ODS management has been incorporated into the daily environmental protection supervision mechanism in Shanghai, and all departments have also carried out corresponding management work according to their responsibilities. At present, there are many companies in Shanghai that use HCFC as raw materials, refrigerants, foaming agents, and cleaning agents. The annual consumption is more than 20,000 tons. The maintenance or disposal of existing halon fire-fighting fire-fighting devices, air-conditioning equipment containing CFC (chlorofluorocarbon) refrigerants, and related regulations for ODS recycling, recycling, or destruction still require relevant departments to continue to strengthen cooperation and Supervision.


Shanghai has accelerated the phase-out of HCFCs in the second phase as the top priority in protecting the ozone layer and mitigating climate change. In this regard, Shanghai proposes that we must first actively implement the "Ozone Depleting Substances Management Regulations" to achieve legal administration and earnestly strengthen leadership and guidance on compliance work. Secondly, all departments continued to strengthen cooperation to achieve the second-phase reduction targets of ODS and ensure compliance management is in place. Finally, we must continue to carry out propaganda and training, and strictly enforce the law to combat the illegal production, consumption and trade of ODS.
