If the implementation measures are formally introduced, many car dealers in the city will face painful choices, either becoming brand authorized dealers or closing down. The threshold of the former is quite high, and a 4S shop authorized by a brand must be at least 20 million yuan. In addition, millions of dollars of circulating funds must be collected from the manufacturer. For many small and medium-sized dealers, closing may be unavoidable.
The new measures will come into effect on April 1, 2005 and will apply to passenger cars from the date of implementation. From December 1, 2006, it applies to all cars except for exclusive vehicles.
