Some enterprises have expanded their production scale, the volume of sewage has increased significantly, sewage treatment facilities have not been matched up, and wastewater has not been effectively treated. Environmental laws are not sound enough. At present, China's environmental laws and regulations impose little penalties on illegal companies, low illegal costs, and high compliance costs. Environmental law enforcement measures do not provide sufficient shock to illegal companies.
Textile companies have a long way to go in accordance with the requirements of the “Notice” to promote clean textile production and energy saving, and improve the efficiency of resource utilization. By 2010, the use of fiber per unit of output value has dropped by 20%, and the water consumption per ton of fiber has dropped by 20%. How does the textile industry complete this set of binding indicators? According to an interview with the reporter, Cheng Yu of the Ministry of Industry of the China National Textile and Apparel Council stated that from the perspective of the environmental protection of the textile industry, it is difficult to complete three restrictive indicators. At the same time, the country lacks effective supervision and verification mechanisms in this regard.
Cheng Hao analyzed that the difficulty of the textile industry is not only to solve the problem of pollutant discharge, but also to solve the problem of the source of production water. It is understood that the textile industry's production water index is much stricter than tap water.
The backwardness of the overall technical equipment of the textile industry is also the cause of the high water consumption. At present, the water consumption of unit products of printing and dyeing enterprises in China is generally about three times that of developed countries. According to Cheng Hao, the country is currently studying energy-saving and water-saving demonstration projects in the textile industry. According to the requirements of the “Outline” planning objectives, during the “Eleventh Five-Year Plan” period, the indicators will be broken down into seven industries, including cotton textiles, chemical fiber, clothing, industrial textiles, etc., through equipment improvement, energy saving technology upgrading, and “three wastes” governance. And other measures to achieve the three constraints of energy conservation, consumption reduction, environmental protection requirements.
