In 2007, Dow Wise invested $240 million to build the world's largest semi-submersible vessel, the Vanguard. With a total length of 275 meters and a width of 70 meters, the ship has a maximum load capacity of 117,000 tons and a maximum speed of 14 knots. It uses many innovative technologies and is called the "aircraft carrier" of the offshore transportation industry. "If conditions permit, the 'Vanguard' can transport the French Eiffel Tower to China." Zeng Sheng used the metaphor of the image to describe the ship's carrying capacity.
It is understood that the semi-submersible ships built by shipbuilding enterprises are all below 100,000 tons, of which about 50,000 tons are mostly. So why do Dooke Wise build such a large semi-submersible ship?

"The gap between Chinese shipbuilding enterprises and foreign advanced shipbuilding enterprises is mainly reflected in the weak design capability and the lack of relevant talents. For example, the semi-submersible vessels built by Chinese shipbuilding enterprises mainly rely on the design of foreign companies, and the domestic lack of talents in this area directly affects China has improved its overall level in the development of this type of ship. To this end, Zeng Sheng suggested that Chinese shipbuilding enterprises should speed up the introduction of technology and the cultivation of relevant talents to fundamentally solve this bottleneck.
Despite this, Zeng Sheng pays more attention to the advantages of Chinese shipbuilding enterprises in the manufacture of offshore equipment, such as abundant coastline resources and labor resources, as well as support from government departments. He believes that the continued warming of global offshore oil and gas development has also provided strong support for the development of China's offshore equipment manufacturing industry. Chinese shipbuilding enterprises should seize this golden opportunity and strive to achieve greater development in the high-end marine products market, including large semi-submersible vessels.
It is understood that five of the 23 semi-submersible vessels operated by Duke Wise are built by Chinese shipbuilding companies, and one 70,000-ton semi-submersible ship is currently being built at Guangzhou Shipyard International Co., Ltd. At least four semi-submersible ships will be overhauled in China this year. Zeng Sheng said: "China is Duke Wise's preferred ship repair and construction base. In the future, we will make full use of the advantages in semi-submersible vessels and carry out strategic cooperation with Chinese shipbuilding companies to improve their capabilities in engineering general contracting.
