The five aspects of enterprise supervision, source control, investigation and punishment, security service, promotion and standardization of law enforcement:

♦ Corporate Governance

The “Notice” pointed out that all local transportation authorities should strengthen the supervision and inspection of vehicle logistics companies in the region, comprehensively verify the implementation of non-compliant vehicle retiring and exit plans and new vehicle purchases, and report monthly transportation of non-compliant vehicles by key enterprises within their jurisdictions. The status quo of the renewal and upgrading of vehicles and the urging enterprises to lag behind have accelerated the pace of their exits. At the same time, it is necessary to urge the passenger vehicle manufacturing companies to arrange transportation plans in advance according to the vehicle renewal progress of the vehicle logistics companies, reasonably determine the road transportation prices, and ensure the orderly operation of the entire vehicle logistics market.

♦ Source control

In terms of source control, the “Notice” requires all local transportation authorities to intensify the supervision and inspection of passenger vehicles' centralized loading points, logistics stations, and passenger car manufacturing plants, and found that non-compliant vehicle transport vehicles are not reporting. If the system does not comply with the declaration information or exceeds the deadline for exit, the vehicle driver and the logistics station shall be punished according to law, and the investigation and investigation of the situation and related enterprise information of the vehicle transporter shall be reported to the Transportation Services Department of the Ministry of Transport. The Ministry of Transport cancelled the transitional period for all non-compliant vehicles in the illegal vehicle logistics company.

The "Notice" called for more investigation and punishment, and specified several key points for investigation and punishment:

Firstly, for non-compliant vehicle transport vehicles, we must carefully check the vehicle transport vehicle driving license information and use the “vehicle transport vehicle management APP” or “12328” WeChat public number to check the time limit for the withdrawal of non-compliant vehicle transporter trailers. Thirdly, for companies and parties involved in illegal loading and transportation, the competent transportation authorities at various locations must follow the “Notice on the Definition of Serious Infraction, Infraction, Over-limit, Over-loaded Transport Behavior and Relevant Responsibility Subjects” of the Ministry of Transport (General Office of Transportation [2017] The requirements of No. 8) are to report to the Ministry of Transportation and Communications the illegal information of the relevant responsible persons of the passenger vehicle manufacturing enterprises, vehicle logistics companies, vehicle transporters, and drivers who have severely violated the laws and regulations, and overloaded vehicles. The Department of Transportation is regularly collected and provided to all departments signing the memorandum, and the relevant departments follow the “Memorandum of Cooperation on Combating Responsibility for Severely Illegal, Untrustworthy, and Overloaded Transport Vehicles” by 36 departments such as the National Development and Reform Commission. ♦ Service Guarantee

In terms of security services, the "Notice" points out three items:

First, for the flat-head articulated trains, long-head articulated trains, and mid-axle vehicle transport trains that meet the requirements of the national standards, the local transportation departments and public security traffic management departments must not refuse to enter the expressway by failing to declare in the reporting system. Penalties shall not be imposed on the mid-axle vehicle transport vehicle as a full-trailer and it is forbidden to enter the expressway or impose penalties.

Second, the local public security traffic management departments and road transportation management agencies must strengthen the supervision of vehicle registration and market access, and accept registration of legally compliant vehicle transport vehicles and market access applications. Conformity to national standards such as "Announcement of Road Motor Vehicle Manufacturing Enterprises and Products" (hereinafter referred to as "Announcement") and "Outline Dimensions, Axial Loads and Quality Limits of Automobiles, Trailers, and Automobile Trains" (GB1589-2016) Transport vehicles should be handled in a timely manner for registration of motor vehicles, safety and technical inspections and the issuance of "Road Transport Certificates" to ensure that enterprises do a good job in updating vehicles. For vehicle transporters that meet the “Announcement” and national standards but are highly loaded and exceed the statutory limits, the industrial and informatization departments shall organize research and demonstration on the optimization and improvement of vehicle transport vehicle models to further improve the design rationality and safety of vehicles. Reliability, deadline to clear related announcement models; during the “Announcement” period, the public security traffic management department and road transportation management agency shall apply for registration of motor vehicles and issue “Road Transport Certificate” temporarily. For vehicle transport vehicles that do not meet the national standards, motor vehicle safety technical inspection agencies throughout the country will not pass inspections. The public security traffic management department will not register, and road transport management agencies will not issue Road Transport Permits.

Third, public security and traffic management departments throughout the country must optimize urban traffic management measures, combine the local conditions, and scientifically set the time and lines for city vehicles to pass through, and provide convenience for the distribution of compliant vehicle carriers into cities.

♦ Publicize and regulate law enforcement

At the same time, publicity and standardization of law enforcement also play a very important role in the management of vehicle transport vehicles. The “Notice” puts forward special requirements: the provincial transport authorities and the public security agencies’ traffic management departments should coordinate actions and strengthen governance. Explain the policy and law enforcement requirements, strengthen the education and training of law enforcement officers at the grass-roots level, and ensure that they accurately grasp the policy and strictly implement it.

To give full play to the role of trade associations, before May 21st, 2018, the requirements of the treatment policies and penalties shall be publicized to each passenger vehicle manufacturer, each vehicle logistics company, and every vehicle transport vehicle driver. To urge vehicle logistics companies to select drivers with rich driving experience and possess A2 quasi-driving licenses to drive mid-axle vehicle carriers, and to carry out necessary driving skills training in advance in order to adapt to the characteristics of the mid-axle vehicle transport vehicles and ensure Driving safety.
